Only allow service types someone is billable for to show on their client dropdown

For instance, If an RBT is working with an Aetna client, they should only have dropdown options that show RBT services, not BCBA services as well. The current system is convoluted.

    And if you needed to delete, the delete button should delete the whole thing and not individual characters (after it's selected)
